If you're using the joystick driver then yes, the device should be floating from the start. somewhere in evdev we have a loop that stops at the first joystick button and simply bails out. evdev is primarily a pointer/keyboard driver and simply ignores devices that don't have the required buttons.

They may have other interfaces, but they're secondary. wacom, synaptics, evdev and joystick all use the kernel's evdev interface for most devices.
